Sorry for spamming the dev-list, but just let you know that I had the
same issue upgrading from 0.4.9 to 0.4.10.

The good news are that I think this is not a mylar issue.

I opened a bug report on update manager for this

I described there how to reproduce the "partial" update problem, and
the workaround.
