RE: [mylar-dev] retrieve/attach context actions

They're just placeholders actions that were done as part of the icon revamp,
and will be commented out before tomorrow's dev build goes out.  Once
implemented they will be the actions for attaching the context XML file to a
bug report, and for retrieving it:

Fyi, if this involves any non-trivial amount of additional bugzilla support
it won't make it into the next release.  Brock is looking into what it will
take to support JIRA attachments.
