[mylar-dev] some bugzilla upgrade on eclipse.org

Please note that eclipse.org has just upgraded the Bugzilla installation to
2.20.1.  There was a planned sandbox test period, which they very
unfortunately skipped
(https://bugs.eclipse.org/bugs/show_bug.cgi?id=117344).

The result is that the current release and dev builds can not submit
comments or make new reports with eclipse.org Bugzilla.  Queries still work,
so use the Browser editor fall back for the time being.  We expect to put a
fix into this week's 0.4.9 and I will post when a dev build with the fix is
available.
