README-compiling.mk just says OpenSSL.  I'm testing on NetBSD 9 which
still has openssl 1.1.1t, and getting failures that look like version
skew.

Is mosquitto ok with 1.1?  If so I can report the bug.  If not,
README-compiling needs to say that, and cmake should reject 1.1.
