I think Roger's last update to that issue is all that needs to be said 
on the matter.

There are currently no plans to implement clustering in the Open Source 
version of mosquitto, but you are free to fork the code and add it yourself.

If you feel you need a clustered solution there are other brokers that 
have the capability, including a version of mosquitto, it just happens 
to be version that would required purchasing a license.
