Yes, the EPEL packages are still at 1.3.3.

It seems that I updated the SPEC file but didn't start the build
process. mosquitto 1.4 will be available in updates-testing for Fedora
and EPEL soon. For now without websockets support because the review
process for the libwebsockets package is on-going and will take a while.
