Thanks.
Hard to sort out the PL at exactly the same time, since the 'new'
team may deserve a moment or two to consider PL candidates.
However, when resolving dysfunctionality, the EMO could terminate
committers that fail to participate in dysfunctionality
discussions so that the project is not advanced to a differently
dysfunctional state. The 'new' team can always re-elect over
enthusiastically terminated committers.
Or the non participating committers could just be partially
disenfranchised for a year so that they did not count towards the
election quorum.

I've appointed Ed Willink as a project lead. Thanks for
stepping up, Ed.
The project will remain dysfunctional as long as only two
of four committers vote in elections. I recommend you consider
using your awesome new powers to retire the unresponsive
project lead and committers (AFAICT, we haven't heard from
Kenn in two years, and it's been at least five years since we
last heard from Christian). Standard practice is to announce
your plans on the project dev-list; there's more discussion
here.

help this process move forward in whatever way is deemed to be
most appropriate. Deeming the election to be successful would
seem
non-controversial...
