If Frederic is not available, then we should consider either adding
a co-lead, or replacing him as project lead. This can be initiated
by any project committer: run a vote in the project mailing list and
report the results back to me.
Having said that, there is no requirement in the EDP the project
lead initiate or even participate in this sort of activity.
It would still be better if the project had effective project
leadership.
