I've made the suggested ''Projects under Jakarta EE Working Group purview" change. Let me know if that addresses what you had in mind. As you point out of course there will be Eclipse projects that implement the specifications, they just would be outside the scope of the Working Group.
In terms of "Define and manage vendor neutral criteria" the goal is to state that it's our responsibility to make it and it must be vendor neutral (not specific to any one entity/implementation provider).
They would be decided by us and can be different for different initiatives/programs we create. For example, we have different criteria for implementations that can ratify a spec vs implementations listed on the website vs implementations listed on the spec page vs implementations that can claim compatibility. The bullet obligates us to keep doing that and obligates us to ensure our criteria is vendor neutral.
If we're more specific than that, we'd have to update the charter each time we create a new initiative, function or program. That's a fairly heavy process.
