Why:

Namespace, GitHub Repo Names and Maven coordinates must follow an intuitive, synced naming convention to not introduce technical debt, which creates friction to the use, further development and maintenance of the specs.
It's the Working Group responsible for the specs to ensure this - currently for the MP Specs the MPWG, when transferred to the Jakarta EE Working Group (JEEWG), then there.
We from iJUG think this transfer is a big chance to get rid of some of this technical debt and a single jakarta.* namespace would be a big improvement to the users.
This breaking change need to be coordinated to not introduce friction and on the other hand, there might be good reasons for some exceptions, i.e. MP Telemetry uses the existing external OTel namespace, which should be kept, and deprecated specs might not me changed at all.
These should be exceptions, requested to a specific WGs Committees.
If every spec makes their own decision, technical debt would increase and this should be prevented.
As an alternative, the specific spec teams could ask for that exception in their case, but have no guarantee it would be accepted.

Of course, the namespace decision could be done only in the JEEWG finally, if the spec is transferred to it - we in the MPWG could only give a non-binding suggestion on this.
