I was surprised as I hadn’t cast my vote and I been intending to do that, but thought I had a few more days when it was closed. It make me wonder if I missed seeing it. Even though you don’t think anyone would veto I do think that people should have the full week. I don’t know if it is possible to re-open, or what, but while 29th-2nd is 5 days, two of those were a weekend.

It's true that the vote ended prematurely - according to the mailing list archives, the vote was started on 29th July and finished on 2nd August therefore voting was shorter than a week.The only reason for that, according to the Eclipse project handbook, would be that all committers had voted, but it's not the case.
Only 3 positive votes are enough to approve a committer, but still, in theory, anyone from those who didn't vote could vote -1 to cast a veto and they should have one whole week to do it. However, I don't expect anyone to veto this particular vote for Scott :) But rules are rules, and closing the voting prematurely is a mistake.
