[mdt-papyrus.dev] Commit rights for Yann Tanguy have been expired

modeling.mdt.papyrus Committers,
Sebastien Gerard has expired the commit rights for Yann Tanguy (ytanguy). 
The reason for this change is:

Yann is no more active on the project becaus he left the team for another
CEA part.
For all his contribution to the tool, I want to promote Yann to Commiter
Emeritus.

To honor Yann's contributions to the project, Sebastien Gerard has
nominated Yann for Committer Emeritus status.
