[mdt-papyrus.dev] New ServiceRegistry plugins

  Hi,

  I have commited the implementation of the new ServiceRegistry.

  It is now in a separate plugin and will also be in a separate layer 
(serviceregistry).
  As all new plugins, it is first commited in the incoming rep:
org.eclipse.mdt.papyrus/trunk/incoming/serviceregistry/*

  A draft documentation can be found in the wiki:
http://wiki.eclipse.org/Papyrus_Developer_Guide/Service_Registry
The documentation need to be improved.
