not sure i agree with there method seems bit “un maven”  

it is very beneficial during development to goto the cda plugins and run a clean install which will rebuild all the cda plugins without having to do a complete rebuild - especially when dealing with branches etc and versioning 
they have a main build which has all their features and plugins in one set of modules 

i would rather maintain our pom per directory approach and just create a cleaner releng

There is no top-level pom in the Papyrus repo, it is in releng, see http://git.eclipse.org/c/papyrus/org.eclipse.papyrus.git/tree/

Look at this and other Eclipse projects that use Maven/Tycho to see how they configure builds.

Yes, the DITA dependency is still a problem.  No way we can get approval to commit the entire data-ot distribution; each individual jar must be vetted and approved.

to build the features and update site for a complete release - will need to figure out the dita dependency - probable cdatools

i also added some profiles to support deploying to cdatools to make this easier
