Only tenuously. If you read the reference policy, the Eclipse Foundation is specifically prohibited from representing the interests of its members without their prior written consent. I believe there have been discussions concerning that, but I am not sure how to actually implement them in practice. The Eclipse Foundation does not own any intellectual property per se.
To date, our engagement with various specification organizations (JCP, OSGi, OMG,…) have been basically tokens of support as opposed to active engagement by EMO staff. At least at the technical level.

The Eclipse Paho project has requested that the Eclipse Foundation join the OASIS specification organization[1] in support of the MQTT Technical Committee[2].
The Eclipse Foundation policy[3] on joining Specification Organizations requires two weeks of advance notice to the membership-at-large. If anyone has any concerns with the Eclipse Foundation joining OASIS, please let me know at your earliest convenience.
