[m2e-users] Mirror update site, then cannot install when offline

I work offline and had to try and mirror the m2e update site.

I followed instructions from here:

Using the following commands:

 eclipse -nosplash -verbose
 -application org.eclipse.equinox.p2.metadata.repository.mirrorApplication
 -source http://download.eclipse.org/technology/m2e/releases
 -destination c:\tmp\m2e

 eclipse -nosplash -verbose
 -application org.eclipse.equinox.p2.artifact.repository.mirrorApplication
 -source http://download.eclipse.org/technology/m2e/releases
 -destination c:\tmp\m2e

However when I take my eclipse offline and try to install from that
local update site I get the following error:

Cannot complete the install because one or more required items could
not be found.

Should the mirror pull all dependencies?  Did I mirror correctly?  Any
help would be greatly appreciated.
