Looks like we have what we need to make this happen.

@MikeFiedler, can you help out by prepping the source by:
a) including appropriate copyright/license into our initial contribution based on [1] 
b) mark the "rio" component contributions as initial contributor "Jim Conallen" and "testsuite" as "Steve Speicher"

Let me know when you have this (via attaching to bug [2] per defined process at [1])

Patch to update notices/abouts/etc. to include EDL

I've added two about file templates (EDL, EDL+EPL) and made minor modifications
to the other two (EPL, EPL+3rd party). I've also added copyright header
templates for EDL and EDL+EPL. I need to run these changes past Janet before
committing.
