[linuxtools-dev] Maintenance release 8.18.1 has been made to handle Dock

Due to a problem with docker-client 9.0 having issues with establishing a docker connection with a unix socket, we have spun off a 8.18.1 release meant to be used with Eclipse 2025-03.  It bumps up docker-client to 9.0.3 which fixes the problem.

The tag v8.18.1 corresponds to commit 39ba5a2c20feb08976d5f8a05ec95edf99b10ab0 and build 4 of the stable-8.18 Jenkins build job.

The update and update-docker sites have been refreshed to point to 8.18.1 and Docker Tooling 5.18.1 respectively.  As well, the Eclipse Marketplace for Docker Tooling points to the update-docker-5.18.1 update site.

If you are experiencing issues with the latest release, please ensure that the update-docker site is updated in your Eclipse update sites and perform an update.
