[libra-dev] How to perform a release?

Hi,


I've finally managed to update Libra's dependencies to the 2019-03 release.

A successful build was performed on Jenkins:
https://jenkins.eclipse.org/libra/job/Libra%20WAR/9/

But... what steps are now necessary to perform not a snapshot but a 
release build, and to have it show up in the public Eclipse repositories?
