A committer election for Sebastian Lohmeier on project Eclipse Kuksa

Hi,

I would like to propose Sebastian as a new committer in the project. He is
actively maintaining our jenkins build server, setting up the build
infrastructure and is generally quite active in our meetings and discussions.
I think it would be a win for the project if he can take over committer
duties for the project.
