I can't comment on your other points and I am overall neutral on the many implications of the gradual, somewhat haphazard and not-entirely-self-aware migration of Java-EE-qua-platform to Jakarta-EE-qua-collection-of-useful-libraries. I will say that in the case of CDI portable extensions they are still required to be single-threaded, so they technically still play by the old-school rules.
