With Jakarta EE runtimes (fat jars, and such) and specifically docker containers we don't really need this anymore? Look e.g. at what CDI extensions can do, and how there is no distinction between App Server level APIs and User Level APIs or such.

I can't comment on your other points and I am overall neutral on the many implications of the gradual, somewhat haphazard and not-entirely-self-aware migration of Java-EE-qua-platform to Jakarta-EE-qua-collection-of-useful-libraries. I will say that in the case of CDI portable extensions they are still required to be single-threaded, so they technically still play by the old-school rules.
