I think it's safe to make an M1 release due to the new URIs.  I tested a few tags using the staged jars on Tomcat 10, and everything looked good.

There are still a few changes I'd like to be added (mainly relating to TagsDoc), but we can include them in a later M2 or maybe an RC release.
