There have been a few changes to url decoding and real path handling.  We're up to jetty-9.4 so you're a good few versions behind. If you don't want to/can't go to jetty-9.4, you should at least get up to jetty-9.3.  If there's still a problem, can you post a stack trace and details of your configuration and we'll take a close look for you.

However it doesn't seem to be the case. I am using jetty 9.1.4.v20140401.

I am the developer of Solvent (formerly HiveMind): www.crudzilla.com...the product is an IDE that runs on jetty. When a new application is created, it needs to be hot deployed without restarting the server. It works on Linux but not on Windows.
