announce the immediate availability of the latest version of Jetty 9.3.x

This
release is considered a maintenance release for Jetty 9.3.x.
Users
of WebSocket's and Http2 Client are encouraged to upgrade.
We
kinda skipped over the Jetty 9.3.4 release due to a regression that
broke Spring applications that use WebSockets.
