Based on that page, I solved it adding this in jetty-context.xml:
<Call name="setAttribute">
<Arg>org.eclipse.jetty.server.webapp.WebInfIncludeJarPattern</Arg>
<Arg>.*/.*jsp-api-[^/]\.jar$|./.*jsp-[^/]\.jar$|./.*taglibs[^/]*\.jar$
