Now that java.net's maven repo is available on maven central we should
not need to redistribute the jsp jars anymore as far as maven is
concerned.
On the eclipse side, we will continue to package them with the rest of
the orbit bundles:
http://download.eclipse.org/tools/orbit/downloads/
