Sorry we took so long to answer.
We were actually looking if we had such a project started somewhere.
It turns out that the best we have is the remnant of Jetty6 which was
based on the Generic Adapter.
As you mentioned this has all kinds of shortcomings and really is not
worth picking up.

We would definitely like to team-up with you developing the adapter
and find the best home for it once it goes far enough.
Jesse who is on the project management committee of eclipseRT for
Jetty will follow-up on where would be the best for us to develop this
if you are OK to contribute this to the eclipse community eventually.
