I'll add just one more point:
With that assumptions above (independent organization & no forked JDT code), I don't see how JDT Core can have objections to the proposal.
Even if organizationally independent, I'd still kind-of expect that anything that will be officially released under the good name eclipse-jdt* should have similarly high quality as existing components, minimally defined as zero known, reproducible test failures.
