I believe he as more asking for the reasoning behind changes around 4.9. I would expect code is not willfully slowed down, so understanding that might help him propose a better change.

 All times reported are from Eclipse 4.23, which is my daily-use release.  4.8 and 4.9 were noted because that is where the slowdown in Run As Junit was first observed.
