Committers can login to jenkins and press retrigger on the job  https://ci.eclipse.org/jdt/job/eclipse.jdt.core-Gerrit/4231/ the retrigger link is on the left side of the page. 

No-committers can rebase their change, or resubmit with a trivial change (like a newline in the commit message), or just ask a committer to do the above. 

I'm not a jdt committer, or else I would have just hit retrigger for you.
