Improving PDE is a laudable goal, but why are we discussing this in the first
place? All this has been automated, the tool is called "oomph". If the JDT
setups don't succeed in creating an error free workspace, then the setups need
fixing. That's all.
Am I missing anything?

IMO, the issue lays in PDE failing at being helpful to users in such cases:
users see the missing dependencies, but there is no quick-fix that help users to

need (org.eclipse.jdt.ui). is there way to install this missing test
