[jaxb-impl-dev] 2nd request (How to generate desired wsdl with annotatio

The question below is a customer issue I am trying to resolve.
I understand that both xml fragments are equivalent and the 2nd
fragment is preferred.  An old version of jaxb-impl generates
the 1st xml fragment.  A later version of jaxb-impl generates the
2nd.  In Eclipse version 4.21.0 these 2 fragments display different
names in the generated Java classes.  Customer wants to retain display
of fragment 1 code for their end users.  

Are there any suggestions for forcing the generation of xml fragment 1
while using a more current version of jaxb?

Using annotations on 2 classes I am trying to generate wsdl content
that looks like this

Is there any way to provide annotation settings or binding file settings
to generate the desired output?
