Re: [jakartaee-spec-project-leads] osgi.contract Capabilities

I'm not sure if Jan Westerkamp is on this mailing list but I think he has been involved in previous discussions about OSGi version range concerns.  Perhaps this topic of adding OSGi.contract capabilities to Jakarta EE could be discussed at a Jakarta EE Platform call if there is interest in this topic.  We also have others that can speak to the OSGi version range requirements and expectation for Jakarta EE specification projects which I think has been somewhat of an adhoc process of enforcing in the past as not all Jakarta EE implementations use OSGi but I don't recall there being any problems with the idea of providing spec api version range support.  I feel like this is a more of a Platform level issue but am not sure why it is only raised for the REST spec.

In the Jakarta REST specification we had an issue filed [1], with corresponding PR's [2][3], about adding better OSGi Contract Capabilities. I'm far from an OSGi expert, but I think for the most part this makes sense to do. Are there any other specifications that already do something similar? 

One question I did have on these specific PR's was with the version list. I'm not sure I understand why that is needed.
