[jakartaee-spec-project-leads] Document spec release process

Dear JakartaEE spec leads,
Jakarta EE spec committee requests that each Jakarta spec project to clearly document the Jenkins jobs for performing Jakarta EE spec releases. In order to release the Jakarta EE specs, each project must provide a link to the document. The release review process will be updated to mandate this from Jakarta EE 12. Therefore, please make sure you document the release process as soon as possible.

Here is an example for Jakarta CDI.
