As any other spec, assuming a Final Release is ready for Jakarta
EE 11, otherwise it would wait for 12.
IBM/Emily layed out the arguments quite well.

Here is why IBM supports this:

Data access is so important in cloud native
applications. There are different flavours of Data
access models, such as Spring Data, Micronaut Data, and
others, which makes standardisation worthwhile. The
current Jakarta Data spec, influenced by Spring Data,
Micronaut Data and others, defines a standard for data
access, which enables cloud native application portable
among the implementations.

This new spec demonstrates the innovation aspect for
Jakarta EE. I think we need to put the standard body
work ahead of each individual implementation. With the
success of Jakarta EE, any implementations of Jakarta EE
will benefit in return. Sure, if Jakarta EE releases
don't add much, it is much easier to certify. However,
we need to ask the value of certifying it if there was
not much to help our end users. The Jakarta EE community
needs to grow its popularity with some worthwhile
innovation, such as Jakarta Data.
