There
maybe is a misconception. Jakarta REST will do an API update but not for
Java 11, and it does neither mean we break your rules nor that you must
adopt it. It is up to the Platform project to discuss whether to adopt
that release or not, as JAX-RS 3.0 already was compatible with Java 11.

Some of the highlights of this EE 9.1 Plan...
- Limit the release to
support the Java SE 11 runtime.
- No API updates to the
component Specifications.
- Platform Specifications
will need to be updated to define the support beyond Java SE 8. And,
the TCKs and Compatible Implementations will most likely need to be updated
to allow support of Java SE 11.
- And, that's about it...
The goal is to produce this release in 1Q2021, thus the limitations on
what might be included. Originally, Jakarta EE 9 was going to support
both Java SE 8 and 11. The support for Java SE 11 would have caused
us to miss our deliverable date for EE 9, so it was pushed out to Jakarta
EE 9.1. Let's just finish that job and do the minimal amount of effort
to support Java SE 11 with Jakarta EE 9.1.
