It is definitely out on central as I have built against it on several different host machines.

I noticed Maven Central only has alfa1, and only for a select few artefacts, e.g. https://mvnrepository.com/artifact/org.jboss.weld/weld-api/4.0.Alpha1 while the repo is at Alpha3.

Additionally, other artefacts like servlet-core don't have an alpha at all in Maven Central:
