[jakarta.ee-wg] Jakarta EE Working Group Charter - Document History is n

Hello Jakartees, 

To the EMO team, 

During the latest update, the Charter lost its history. This needs attention and prompt fixes. 

Please include the (insert link w/redlines documentation ) of what has been approved as supporting documentation. 2018 and counting, without that history there is the danger of forgetting how we started and why stuff has changed.
