[jakarta.ee-wg] Phase in of Jakarta EE membership fees and updates to membership requirements

The Jakarta EE Steering Committee, on behalf of all its members, is making changes to the working group membership structure that will position it well for the future.  I wanted to share these proposed changes with all stakeholders.

tl;dr 

The changes are intended to accomplish two broad objectives:

- make it simpler for member organizations to choose the level of participation in the working group that best suits their business objectives, and
- establish a funding model through membership fees for the coming 3+ years to drive the working group objectives forward. 

The funding model introduces membership fees for Strategic members in 2019, and Participant and Enterprise members starting in 2020. A formal Participation Agreement will also be introduced.

The details of the changes are described below. 


Loosening of Membership Requirements

Currently, only Strategic members in the Eclipse Foundation may become Strategic members of the Jakarta EE working group.  The intent is to relax this restriction such that any Solutions, Enterprise or Strategic member of the Eclipse Foundation may become a Strategic member in the working group.

The reasoning is straightforward.  The commitment of being a Strategic member of the Eclipse Foundation is a significant investment, and may not necessarily align with broad corporate goals of some members.  However, those same members may see their involvement in Jakarta EE as strategic, and wish to participate at this level. This proposed change will enable this to happen more easily.  

Strategic membership in the working group still has additional requirements, including:
- a financial commitment (as outlined below), including a requirement to join for three years,
- a commitment to participate in the governance structure of the working group (i.e., the various committees and the work done by them), and
- a commitment of a minimum of four full-time resources working on Jakarta EE related projects.  

Similar to Strategic membership, the proposed change is to loosen the requirement for Jakarta EE working group Enterprise membership to be open to all Solutions, Enterprise and Strategic members of the Eclipse Foundation.

The reasoning here is that many enterprises who see the future of Jakarta EE as strategic to their business may be reluctant to become full Enterprise members of the Eclipse Foundation, as their business interest with the Foundation is limited to Jakarta EE.  This proposed change will accommodate such organizations.

Of course, the Foundation encourages all members considering Strategic or Enterprise membership in the Jakarta EE working group to also consider joining the Foundation at these levels, as it strengthens the Foundation overall and the benefits of membership at this level may be advantageous.  We would be pleased to explore the various options with you if this is of interest.


Jakarta EE Working Group Funding Model

The goal is to establish Jakarta EE as a sustainable, innovative suite of open-source technologies to meet the current and long-term requirements for enterprise Java development. To achieve this, the working group requires funding.

The Steering Committee is basing its funding model on membership fees for all member organizations engaged in the working group.  This is consistent with the Eclipse Foundation’s funding model, and with other similar organizations.

The membership fees will begin for Strategic members in 2019, but will be delayed for Participant and Enterprise members until 2020.  This is explained below.


Proposed Annual Membership Fees

The tables below illustrate the specific proposed fee structure. These tables will be included in a revised Jakarta EE Charter.  To summarize,

- Starting in 2019, Strategic members are to contribute between $25,000-$300,000 annually in fees.  Further, all Strategic members are to commit to a minimum of 3 years of funding to ensure the continuity of this funding for the working group.

- Starting in 2020, Participant membership fees, which is the largest class of membership, will range between $0-$20,000, and Enterprise membership fees will be between $10,000-$50,000 annually.  The fees for 2019 will remain at $0 for Enterprise and Solutions members.  

The reasoning for no fees in 2019 is intended to give all members in these classes time to plan with their budgets, and also to better align with the expected acceleration of innovation of the technologies involved, and the expected increase in “value in the Jakarta EE brand”.  Stated differently, most of the heavy work done thus far has been led by the Strategic members in migrating Java EE 8 to the Eclipse Foundation, and in establishing the specification process. 2019 will be the time when real progress will be seen that will matter most to Solutions and Enterprise members, and so aligning fees to this timeline made sense to the Steering Committee.  

You will notice the ranges within each class of membership are based on corporate revenues.  This is in keeping with the Eclipse Foundation’s long established funding model practice, and is, in very general terms, intended to enable a wide range (in terms of size) of organizations to participate, which has proven over the years to make for a more vibrant open source community.     


Jakarta EE Participation Agreement

In order to introduce these fees, as well as to better establish the relationships, responsibilities, and benefits for all members participating in the working group, we will be introducing a formal Jakarta EE Participation Agreement.  This Agreement will be similar to those used by many other Eclipse Foundation working groups, and was identified in the Jakarta EE Charter.

The membership team from the Eclipse Foundation will be reaching out to all members over the coming weeks to have them to execute the Jakarta EE Participation Agreement.  We hope this step will be straightforward for all members.


Summary

These changes in membership requirements and membership fees are intended to allow Jakarta EE to flourish.  We hope these make sense to all, and you see this as a positive next step as we continue moving forward.
