[jakarta.ee-spec] Updating the CONTRIBUTING.md file?

As part of the CDI release review, a comment was made that the project https://github.com/eclipse-ee4j/cdi/blob/master/CONTRIBUTING.md file should have a direct link to the ECA: https://www.eclipse.org/legal/ECA.php

As far as I know this is just the standard, one, but I see the platform version has more information, including a link to the ECA:

https://github.com/eclipse-ee4j/jakartaee-platform/blob/master/CONTRIBUTING.adoc

I don't see a template in the https://github.com/jakartaee/specification-committee repo. Is there an updated version projects should be using?
