I was thinking more about bug fixes in the compatible implementation, but bug fixes in the API docs seem fair too.

Yes.  I'll go out on a limb and say that simple bug fixes should be allowed in the new x.0.0 release without needing a special, separate release plan.  Things like correcting the wording in the Spec, or correcting javadoc.  But, if these "bug fixes" affect the API, then I would claim these are feature updates and require a separate release plan.  Fair?

Just to be clear, what do you think our position is for bug fixes?

Can the x.0.0 package rename release also include bug fixes without needing a
special release plan?
