Hi,

As requested yesterday on the spec committee call, I have updated the draft PRs to add a check box to the service release pull request template.

I have also added a template file in the specification committee repository, alongside the other template files we have e.g. for _index.md

I have written the changes under the assumption that we don't necessarily require a changelog for the initial release of a specification - only for service releases.
