It seems to me the problem is due to the netlify build system.
What I found the difference between successful PRs and failed PRs
is only the version of netlify.

Successful logs for Persistence (https://github.com/jakartaee/specifications/pull/625)
  https://app.netlify.com/sites/jakartaee-specifications/deploys/647730ac2df32a0008b6f218
  netlify version is "@netlify/build 29.11.6"

Failed logs for Pages (https://github.com/jakartaee/specifications/pull/614)
  https://app.netlify.com/sites/jakartaee-specifications/deploys/64906baa6e192d0008d79378
  netlify version is "@netlify/build 29.12.1"

I suspect the netlify version to use, but how do we solve it ?
