[jakarta.ee-spec.committee] Mentor checklist update

I took an AI at the last Spec. committee meeting to add a Mentor Checklist item to remind us to check the summary text of the _index.md page for a final specification (Here's a link to the preliminary meeting minutes -- see the bullet that starts with "EE 10 Release Review pages"--

I've submitted https://github.com/jakartaee/specification-committee/pull/52 as proposed change to the Spec. Review Checklist.

Probably best to reply to the PR, but you're welcome to reply here as well.
