Yes you are correct. It is 2/3 of the non-abstaining votes.
Please excuse me for asking this simple question as I could not find it documented anywhere. I am struggling to understand how to work out super-majority positive votes. I have the following scenario:
10 voting members
5 voted +1
2 voted -1
3 abstain 0
When trying to work out super-majority positive votes, I deducted 3 abstained members from 10 members first, so the voting base is 7. Therefore, the super majority is 7 * 2/3 = 4.6. In this case, the vote passed with super majority positive votes.
Am I correct?
if not, I will be confused as -1 and 0 has no difference.
