Yes, the links should not be there for plan reviews. These artifacts (and links) would be added for Progress- and/or Release Reviews.

 

When we vote for and approve the plan review while these lines exist in PR,
are these specification document and TCK also regarded to approve ?

I think you should ask the submitter of the PR to remove (or comment out) the links before starting the vote for Plan Review.
