[jakarta.ee-spec.committee] Structuring Plan Reviews

Hi,

I have added this topic to the agenda for the last couple of specification committee meetings, but since we're (understandably) usually filling the time with Jakarta EE 9, I'll propose this on the mailing list.

Keeping it as simple as possible, I propose the following template for plan reviews:

TLDR;

What the projects must present is a release record and a statement for what the goals are for the release.
