Maybe in https://ci.eclipse.org/ejb/job/ejb-api-release/configure ->  Bindings -> Keyring is not set to a valid value (or any value at all)?

Could be helpful to compare with say: https://ci.eclipse.org/es/job/1_security-build-and-stage/configure
