[jakarta.ee-spec.committee] Review doc for tomorrow's (04/01) Specificat

Hi,
We've been asked
to review the current state of the Jakarta EE 9 release.  Our current
goal was to release Jakarta EE 9 in June 2020, but that date may be at
risk.  I've collected my thoughts (with Paul Buck's assistance) on
the release and would like to discuss these at tomorrow's Spec Committee
meeting. The results of this discussion are requested to be presented to
the Steering Committee next week.

Please take some
time to review and enter comments in the document.  We'll walk through
the various sections of the doc tomorrow and, hopefully, determine the
