Some updates, such as those in your list, are probably well within
the capabilities of developers, and in that case I agree it would be
better for them to submit PRs instead of issues. Whatever you can
do to motivate, encourage, and train them to do that would be
helpful.
As long as we're still allowed to file issues for updates of greater
complexity, I think we're ok.

You are correct overall vision and design of the jakarta.ee
will be done mainly by people in the Eclipse Foundation and with
input from the community. What was being asked is to for
example if we want to add additional documents to https://jakarta.ee/committees/specification/
page to create a pull request instead of an issue. Another
example is publishing of the meeting minutes for various
meetings. Once the PR is created it will be reviewed by our
web-dev team to ensure it is done as expected before it get
merged.
Issues are still welcome, but take more time to address, so for
fast turn around PRs are preferable.
